Jim Telford called the meeting to order at 5:30 p.m.

A motion was made by Jim Telford to allow Brian Wysocki to attend the committee meeting by electronic means. Seconded by Kenny Mitchell. Motion passed #1.

A motion was made by Kenny Mitchell to approve the October 24, 2011 street committee meeting minutes. Seconded by Theresa Olsen. Motion passed #2.

MFT Update-Rich Brecklin stated that they would be doing street inspections sooner this year due to the mild winter. Rich explained some of the past street maintenance procedures and that once he can look at the roads he will see what will be needed this year.

Zoning Ordinance Procedures-Rich Brecklin explained that he, Jim Telford and Ann Sasso have been looking at putting together the permitting process to include additional inspections including sump pumps, footing tiles, culvert, etc in addition to the permits we currently require. An updated process will be put together so that a procedure can be brought back to the committee for review.

Codification Recommendations-Jim Telford reported that some codification recommendations in regards to culverts, underdrains, streets, sidewalks and public ways were put together and sent to the committee for review. It was agreed to not allow underdrains unless there is an unusual circumstance that would warrant the installation but the Superintendent of Public Works would give the approval if needed. This will be deferred until the next street meeting so that everyone can review the recommendations.

Discussion Concerning Parking on Arterial Streets-Rich Brecklin stated that he had noticed some cars that have been parking on Holland Road and in the past Brian Wysocki had concerns around J.R. White Park during baseball season. Brian noted that he is concerned with the safety of the kids during baseball season with cars parking on both sides of the road. The committee agreed to have Rich mark off a distance where no parking could possibly be posted along the East Side of Holland Road. Rich will send pictures to the committee so that this can be discussed at the next meeting.

Equipment Budgeting Process-Jim Telford presented to the board a listing of the main equipment that Rich had put together. Jim had added a projected replacement cost and an estimated yearly reserve that is needed in order to meet these projections. Jim stated that realizing the Village can’t put this much money aside and that some of the equipment might last longer than what is projected, he would like to see some funds be put aside in an account in order to start building some reserves. The committee agreed this was a good idea.

Clark Hopkins questioned if all four trucks with plows that the Village has are needed. Rich noted that the trucks that we use for snowplowing have other uses throughout the year. Jim Telford noted that having the four trucks allows the Village streets to be cleared more timely than if there were less.

A motion was made by Greg Falada to adjourn the meeting at 6:46 p.m. Seconded by Theresa Olsen. Motion passed #3.
